How to get a dog license in Shanghai

Protect your fur fam and make sure they are licensed.

In China all dogs are required to have a dog license. Dogs without a license are at risk of being confiscated by police. If your neighbours complain about the barking and the police come, without a dog license the police may take your dog away. I’ve been told once this happens it is near to impossible to track your dog down. Make sure to get your furry friends a dog license to keep them safe.

Step 1

Immunization Card

You will need to bring:

  1. passport
  2. Copy of your lease
  3. A letter from your landlord stating you are allowed to have a dog
  4. Vaccination booklet to prove your dog has all 3 of his vaccinations

You need to get a dog immunization card from a government vet clinic. The most popular vet clinic is Shenpu, they have many clinics throughout the city.
To get your immunization card, your dog needs to be fully vaccinated. This can be done at any vet clinic, but rabies and microchip must be done at a government vet clinic (like Shenpu).
Once your dog has its 3 vaccinations, it’s time to head to a government approved clinic (I used Shenpu). Once at the clinic tell them you want to get a microchip and rabies vaccination for the Shanghai dog license. After they make sure your dog is ready to go, they will take a picture of your dog and put it in the system.

Things to bring to the clinic with you:

  1. Rental contract (with a note stating your apartment is dog friendly)
  2. Passport
  3. Vaccination booklet for proof of vaccinations
  4. And of course, your dog

You will leave with two very important documents: immunization card

  1. Blue vaccination book (blue for Shenpu, may be different colours for other clinics) that shows they have their rabies shots.
  2. Immunization card

Step 2

Once you have your immunization card and neuter/spay form you can start the registration process. This has been made significantly easier with the introduction of the online application process.

  • Search for 麦道 (Mai Dao)
  • Follow the account and click 我的 (wo de)
  • Then click  办证年审 (ban zheng nian shen)

This is where you need to have your immunization card from a government approved clinic. You will have to input the chip number and the immunization number.

First, you will need to input your phone number and the SMS code they send you.

Next, you will be asked to input your dog’s immunization number and their chip number.

Step 3

This will be the hardest step and you will need to have all your documents ready.

You will need: A photo of your passport

  1. Photo of your valid visa
  2. Property ownership certificate number (from landlord)
  3. Property ownership page
  4. Apartment contract (must mention pet friendly or have a note from the landlord saying pets are allowed)
  5. If your dog is neutered/spayed, you will need a neuter certificate. This is given by the vet who sterilized them (optional- your dog does not have to be spayed or neutered. The fee will be half price if they are spayed/neutered).

Fill in the following information

You are almost finished. Once you hit the green submit button it will take you to an overview page. Here you will choose pickup or delivery of the card (If you choose to pick up make sure you know the hours of operation for the dog license window as they may be different from normal working hours.)

Click the white button for pickup and blue for delivery. If you choose delivery, there is a 15 RMB delivery fee that you need to pay right away. The rest of the fee will be paid once your application has been approved. If your application is rejected the delivery fee will be returned to you.

You will get a message through the mini program on WeChat asking for payment if your application has been arrived or a rejection message if your application has been denied. If you have been denied, you can try again right away.
